Description: This PR aims to make the InstructLab workflow a bit more linear. Kinda like how the topic map is:

  1. Getting started - Install, init, download models
  2. Creating new skills or knowledge - Creating Skills qna or Knowledge qna (going to add stuff about the UI here in another PR)
  3. InstructLab workflow - Verify, SDG, Training, Eval
  4. Contributing to the InstructLab taxonomy - How we format our upstream taxonomy and contributing to a model
  5. Community model builds - how we build the community model
